Clean the fish and season with salt and white pepper. Place fish on lightly oiled glass plate. Quickly whisk the soya sauce, fish sauce and sesame oil together and then pour the sauce over the fish. Sprinkle the strips of ginger, half of the coriander leaves over the fish. Arrange a few slices of lemon on top.
Place the fish in a steamer over rapidly boiling water. Cover and steam for about 20 minutes or until fish is done. Serve on a serving platter, garnish with the leftover chopped coriander leaves and pour the cooking liquid over
