Fry the potato wedges until golden brown, drain and set aside.
Blend the shallots and garlic together until fine, then mash the soya bean paste into the mixture. Heat a little oil in a pot and fry the blended ingredients until fragrant. Add the chicken pieces and stir fry for 5 minutes.
Add soya sauce, water and sugar and bring to boil. Reduce heat and simmer until the chicken is tender. Add the potatoes, peas and salt and cook for another 2 minutes.
